haven't tried netlink so maybe this won't be much help.
isn't it possible to just bind to somewhere on the network using

int kbind(ksocket_t socket, struct sockaddr *address, int address_len)

from http://ksocket.sourceforge.net/
?

if i'm not mistaken you won't need any pid
