Generally, anything done on userspace level that can result in a crash
or reboot, is a bug.
So I think it is better to report it as a bug
(http://bugzilla.kernel.org) first, before trying to understand the
proper logic, which currently may not be implemented correctly.   Or
it also could be a fault on the particular brand of Linux - in Fedora
Core, ifconfig comes under net-tools package, but rightfully it also
should not crash the OS.
