Try adding the module without the .ko to INITRD_MODULES and possibly
also to MODULES_LOADED_ON_BOOT in /etc/sysconfig/kernel. This will need
to be done before running make modules_install and make install.

Thanks for the suggestion, but the boot still fails with the same message.
After it fails, the system drops into a shell, so I could verify that using
your suggestion does indeed cause the scsi_wait_scan module to be loaded. For
some reasom the files /dev/sd* are missing. I don't know what is preventing
the kernel from discovering them.
