After reading http://pdos.csail.mit.edu/6.828/2004/readings/i386/s05_02.htm at a glance, seems like it's possible. Maybe it assumes P=0 (not present), thus the rest of the bits are available. it is used as the indicator for page fault handler...as we all know.
