High CPU utilization detection from a kernel module

HI
Is there any mechanism by which a kernel module can detect high CPU
utilization? I can use sar and vmstat in the userland to monitor CPU
utilization, but I need a way to detect it at kernel level for example
100% CPU utilization for over 10 msec or evern 1 sec.
