You're right, fedora 9 uses rsyslogd, so check /etc/rsyslog.conf.
( I don't use fedora, so the following might be irrelevant. )
There is also the 'trick' of relaunching klogd with -c to have kernel
messages print to the console.
from 'man klogd'
"to have the kernel display all messages with a priority level of 3
(KERN_ERR) or more severe the
following command would be executed:
klogd -c 4"
So, to get KERN_NOTICE messages on console, try 'klogd -c 5' ??
