pcie hotplug

Hi.

powerpc mpc86xx pcie.  An fpga device is initialized fine by u-boot and and
enumerated correctly by 2.6.30 kernel with pcie, pcihotplug enabled.

If I
   echo 1 > /sys/bus/pci/devices/{mydev}/disable
it goes away properly. But nothing happens, it does not come back after a
   echo 1 >/sys/bus/pci/rescan

Can someone help me understand why?
