These headers are for compiling kernel code

These are userspace development header files used for programs
accessing libc and other libraries. Usually packages ending with
"-dev" in ubuntu repositories install files into this location.

j...@joel-laptop:~$ dpkg -S /usr/include/stdio.h
libc6-dev: /usr/include/stdio.h
