I am not Dave, so don't get mistaken :D Idle? yes, as it is read..."idle"....when your kernel gets idle? when it does nothing...and you ask again, "really, when?" "When"...well, if you brought human sense or perception, you find none. But if you put yourself into digital world which nowadays processor ticks billion times in seconds, even 1 ms or less is idle.
