I'd guess Cairo rendered textures would be a good mid term solution.
Sooner or later all the Cairo will get HW-accelerated and all the hard
work may not be needed. You probably have read almost all the stuff
already, but http://www.antigrain.com/ has much valuable how and why.
It's great that you are working on the problem, but as this is a very
general problem that everyone wants to get solved, some cooperation with
related projects may ease your work. The only con would be less learning
