No, it's not public. It seems that it's simply a csv with the ipc
parameters encoded in a 'base64-ish' way, nothing else.
I have to correct myself:
1) The calculator doesn't write PLB files
2) the plb09 files doesn't seem to be encoded anymore (the previous
field is not XML-ish)
I guess that tampering with the numbers should give insights on the
format...
