You can't route on tech layers and IIRC they were filtered out by the DRC.
(also note my comments there about copper = solder-side and component = front side (Many boards have parts on both front and back.) can we use better nomenclature?
They are now called front and back by default (why not top and bottom which seem to be industry standard?); anyway you can rename them
Also, what happens with board old files? Do they get converted? Compatible etc?
