I found a document that lists the PADSPCB ASCII format which gives insight into how someone else did
some swapping -

You can look at the section called: Part Type Definition
This specification seems to not have changed much from the '80s, but I thought
it might be of use here.
They also have a concept of a hierarchical part.
Might also be handy if someone is writing an import routine .
