Working on the pcb plot refactoring I've found the source of part of the 'bugginess' in the plot dialog.
In the PCB_BASE_FRAME class the member m_printBorderAndTitleBlock is *never* set (not even in a constructor). There is a getter, indeed, which fully disable the plot border checkbox.
