Yeah, it's a mess. Free-CAD is switching its license to LGPL (I can't remember which version) with the consent of the contributors to (hopefully) eliminate a lot of licensing issues. This is also one reason why I prefer to write tools for KiCAD which are kept separate from KiCAD - the tools may use other software with licenses which complicate distribution as part of KiCAD.
