Why does it exist? Shouldn't the base implementation suffice? In the current implementation it returns true even for the layer the module is on, which is IMHO incorrect (why a silk text should be considered on the front copper layer?). Then follows some crazy check about silk and adhesive (which I'm ripping out since it has no sense whatsoever)
