There is now KiCad-Winbuilder V2.1 up. There was an issue with windows not allowing any program matching the simple search pattern *patch*.exe without admin privileges. This is now fixed in V2.1, so if you were have been having build issues with V2.1 on Windows Vista, 7 or 8 - please upgrade to the latest version.
V2.0 will work for some people who have disabled some of the UAC facilities. Thanks to Kerusey Karyu for the great bug report!
