It's been awhile since l I looked at the module editor BOARD. I don't remember why it is retained accross modedit window open/closes. A simple fix is to bring in a new BOARD_DESIGN_SETTINGS from board editor on each modedit open, say using copy construction or assignment from PCB_EDIT_FRAME's board's BOARD_DESIGN_SETTINGS.
