AFAIK they appeared with the CERN router merge... they said it was
something like unsupported pad configurations (like a soldermask only
pad and stuff).

Sincerely, I do not recall saying anything like this. If I am not
mistaken, I have seen this since I started KiCad development (or at
least for a veeery long time) and at first I was also wondering if there
is something wrong. For sure we are not authors of this assert.
