That has always been possible as far as remmber, and I hope and think that it should still be possible to just open i.e. pcbnew just to view a pcb. As I understand it it is just a project manager, but it is still decoupled from the other parts, and this KIWAY stuff is supposed to make it possible to have more boards, schematics or projects open at at time.
