IPC7351B (waiting for C revision publication) covers all the SMD footprints. Here (http://www.pcblibraries.com/forum/uploads/3/Preferences_Zero_Component_Orientation_2.png) is a screenshot of the component types (they seems a lot but actually you can do everything with 4-5 generators varying the parametrization). IPC7251 (unpublished, yet seems in use anyway) covers the THT footprints. Most of the 7351B is about the correct size and position of pads to get good soldering. 7251 is mostly about the relationship between pin size, drill diameter and pad size. The unpublished 7351C will also have rules for silk, fabrication and refid drawing and size.
