From the test I made just 'persuade' cmake to omit unneeded dependencies (like wx includes and the 'internal' boost, which are very unlikely to change) and you should have solved the issue. There are also make tricks (like master touch files) but they 1) probably are not applicable to cmake and 2) don't gain much as the bulk of dependencies removed.
