It appears that boost has not been made a dependency of the new tool framework. If you are compiling without -DKICAD_SKIP_BOOST=ON, it appears that the internal build of boost was not completed before common library started to build. I thought this dependency was already defined for this but I will check to see if that is the case. It's odd because there have been no changes to the build configuration that should cause this problem.
