Gerbview enhancements: In rev 5298, I added support to used recent File Format Attribute metadata, both for X2 Gerber file format and X1 (R274X) format. See: www.ucamco.com/files/downloads/file/81/the_gerber_file_format_specification.pdf
Pcbnew already uses this attribute when creating Gerber files, both using X2 attribute and X1 usual format. Because Gerber files using this attribute identify the board layers stack-up, Gerbview (obviously when this attribute is defined in Gerber files, but this is the case for files recently created by Pcbnew) can sort Gerber images stack-up like the board. In layer manager, just right click to access to the sort menu.
