That text at the top should be changed (probably just erased) because it is in contradiction with all the GPL2+ and GPL3+ headers in the sources. I believe Dick agreed to it before leaving. I wonder if we even need a COPYRIGHT.txt file at all. Right now it just brings confusion. All source files contain headers which clearly indicate their license.
