That is right.
IMO, if we want to be logical correct, I think that type of exporter should be 
in the future in 3d-viewer side and not in Pcbnew. Because VRML is not a CAD 
format.

The way VRML exporter works right now, it gets all data info from the 
board...and constructs the VRML file.
Another valid way, the way I was referring, would be the 3d-viewer get all the 
data from _his 3d rendering data structures_ and convert it to a VRML file... 
in the end it should give similar results.
For the visualization propose both ways are good.
