I doubt it works. It just ignores the version test passed by find_package() so any version of wxWidgets will pass. I just looked and as of CMake 3.2 there is still no version test in FindwxWidgets.cmake. Try configuring a kicad build on a system that only has wxWidgets 2.8 installed. I'm willing to bet that it configures just fine even though it should fail.
