Apparently the behavior of these comboboxes changed somewhere along the line. I just looked at the code and all they do now is show the current net class settings when you are routing a trace. You used to be able to select from a list of widths and apply width to any trace by right clicking and selecting change track width but that is not the case any more. Sorry about the noise.
