I'm runnning i3 wm on Debian (using wxWidgets 3.0.2) and have no such issues. I just tried it to be sure and it works as expected. From default setup I opened kicad manager, eeschema, and pcbnew, switched to tabbed view and all three windows (active and inactive) were resized.

I've seen this though with Firefox on some occasions. As others users have reported, such things are not very uncommon with tiling WMs.
