the license situation for ngspice 27 is much better than before but there are still files or folders licensed by a non free-license from the Debian POV. I've tried to summarize the current situation in the dedicated readme file for the source. This needs for sure some more explanation as for this that file exactly exists. https://github.com/tijuca/ngspice-dfsg/blob/debian/sid/debian/README.source Especially the manual (extra tarball) and documentation still can't go into Debian main due the used license SPICEDOC e.g. Some more old conversation about the outstanding license issues in version 26 can be found in a old discussion on debian-legal with some more background info. The whole ngspice source is a rabbit hole from a legal view.
