Simon, Until we come up with a better solution, a publicly editable document format will be your best bet. Just provide a link to the document in the launchpad blueprint. You may want to limit the users who can edit the document to avoid complete chaos. I like google docs because folks can comment on the document rather than having an editing free for all. Hopefully at some point in the future we will have a better system for handling design documents.
