I find the mouse wheel rather annoying, it acts as a zoom tool
permanently. It seems that mouse wheel should work as usual, roll
up/down tool. Or did I something wrong?
The best solution would be a separate button - if pressed, mouse wheel
would provide zoom function, if depressed, mouse wheel would move the
working surface up/down.

Personally I don't agree with you !
While the mouse wheel zooming, they re-center the surface around the position of the cursor, so with only the mouse ( and only a hand), through few "go <-> back" of the wheel, you can move very quick on any location on your surface.
I found that very user friendly.
