I am a user of FreePCB which seems to be a pretty good layout program. But it is lacking a bit when it comes to panelizing. A feature is provided to allow the board to be replicated in a panel using the step and repeat command in the Gerber files output. But there is no provision for panel fiducials.
I was wondering how kicad handles panelizing and panel fiducials? Rick
