Hi, Gerber layers are individual layers. I mean, a mask layer is not on the components or on the copper layer. Check both component mask layer and copper mask layer when creating the gerber files.
To view the gerber layers, it doesn't matter the order they are loaded. Or are you meaning that if you check the component mask layer box, Pcbnew creates the copper mask layer?
