Can anyone explain to me how the "costs system" work in Freerouter?

I don't understand what the "start pass, ripup start cost, powerplane
via cost" parameters mean. Actually all the paramaters in the section
autoroute are not clear to me, but some are more intuitive than other
(for example the via cost or the costs on layers).

What exactly means the "cost", how the program evaluate this number? I
want to know to put a reasonable number, not an intuitive number as a
parameter.

And other question...

I have a friend that no have an internet conection at his home, so he
want to download freerouter in somple that have an internet conection
and then install the downloaded files in his house.

But when you try to do this, in the freerouter homepage you can only
download a archive (freeroute.jnlp) that when you excecute it want to
download the program. This is a very big problem for him.

How can this problem be fixed? My friend and I uses Linux. I already
have the freerouter installed on my PC. Can I search the freerouters
files, save them into a pen-drive and give them to my friend so he can
route freerouter?
