I chose 'preview' and I only had the one layer. So one of us might be crazy.
As for the settings... There are many settings (for printing, plotting, etc) where I can't seem to figure out how they are preserved. Some of them seem to be saved when you save the board, and other seems to be saved when you select 'save preferences'. Some settings seem to be saved with the current board and others seem to be saved for all boards. I've just become used to changing them all the time.
