What I do is place the pad in roughly the right position and then edit it (right click, Edit Pad) to set the exact size and position. For convenience you will need to first select metric or inches as appropriate to the component. What you will find is that since kicad works fundamentally in inches, metric values will be rounded to some seemingly nonsensical number with lots of decimal place. This is makes it harder to check your work, but if you got it right then the absolute error is in fact minimal and nothing to worry about. Usually I also set the grid to a user-defined value (in metric) so I can spot offset pads more easily.
