Kicad can plot as HPGL, and there is an HPGL to DXF convertor available. http://pldaniels.com/hpgl-dxf/
I don't know how accurate the conversion would be, as this is something I would never consider doing. Kicad is NOT a mechanical drawing package, I use Qcad for mechanical work, and I have never found it a problem. Once I decide on a PCB size I just set out the mounting holes and create a board outline to match. The mounting holes give a fixed reference to work from. So anything more complex, say if you mount buttons and controls on a PCB which will be mounted on the rear of a front panel then it's easy to transfer the positions to the mechanical drawing. It also helps to decide on a standard spacing format for such designs.
