I have been using PCB Design software for 15 years and have never come across a layer stackup like this, the IPC 2221A states the primary side being the component side and numbered layer 1, layer two is directly below...so on.. so on until the track side at the bottom of the board. to leave this as you have it will only confuse the pcb manufacture and anybody new to pcb design.
