I'm making the transition from the handholding of ExpressPCB CAD to the
wild and woolly world of KiCad :-)  An area where I can see me getting
into trouble very easily is with drill sizes since KiCad allows one to
enter any drill size.  Questions:

* How does one know what the standard drill sizes are?
* Is the drill size the drilled hole size or the size of the hole after
plating?
* if the drilled hole, how much should I allow for plating build-up?

I'm doing a lot of work right now with power devices so I need to build
footprints for some of the larger devices that aren't in the library.  I
have the specs on what pad and hole sizes I used with ExpressPCB but I
don't know how to translate the Express hole size (which I think is the
finished size) to drill sizes.
