Assuming you are using kicad-2009-02-16: Solder Resist is known as Mask in KiCAD. Mask layers are automatically generated by selecting Mask_Cop and/or Mask_Cmp when plotting Gerber files.
Mask layers are based on component pads. The clearance between a solder pad and the mask is set under the Dimensions Menu -> Tracks and Vias -> Mask Clearance.
