I don't know if it would be a good idea or not initially, Pat. I will just offer that the concept of a community parts repo for EDA application is a fairly new one, in fact we're probably going into pretty much uncharted territory here, so I don't know. My gut feeling would be that it might be simpler to sort of model it using some sort of scripting language/web interface that is fairly easily revised before comitting to building it into KiCAD.
Just think that if you make significant revisions to the server side during development that breaks previous versions of kicad, you'd have to deal with all those complainers constantly. I think once you have a fairly stable web based solution that most people are happy with and are actually using, then you might consider adding an interface in kicad itself.
