In kicad there are no plane layers. You have to greate a fill zone, connected 
to specified net. But even if you see the copper is connecting all your Vcc/gnd 
pins, you have to connect them by tracks to make DRC good.

Yes, just draw it on border outline. Doos not matter how you drawn board edges, 
just have right one in resulting gerber file.
