I am not sure, but when looking into the anaconda log I see that it is in 
reposetup stage.

My command line is:
APPEND initrd=initrd.img usb_handoff biosdevname=0 selinux=0 text ks=cdrom: 
method=cdrom upgradeany first

I tried disabling all repo updates in anaconda.d (install.img) - that did not 
do the trick

So if I understand it right, you have ks.cfg on the CD? For what in your
ks.cfg Anaconda needs network?
