Role: Oracle/SPL Utilities Customer Care & Billing (CC&B) Location: City of Raleigh. DUration: 12 month contract (Possible chance for renewal) Rate: up to $OPEN All Inclusive Require education/certification: Associate’s (2 year) college degree in computer science, information systems, mathematics or equivalent. Bachelor’s (4-year) college degree preferred. Applicants may substitute additional relevant experience for the required education. Primary Responsibilities: An employee in this position operate with considerable independence, ay lead teams or projects and mentors less experienced programmers. Work at this level involves the most complex programming and projects. Experience developing Oracle/SPL Utilities Customer Care & Billing (CC&B) with a background in Municipal Water/Sewer Utilities industry. Duties include evaluation of requirements, design and development of software specifications, code implementation, and unit/system testing. Ensure conformance to software configuration management and software quality assurance best practices. Participate in resolution of all problems, software bugs, issues, concerns, and questions. Provide documentation and client technical training as required. • Knowledge of HTML, CSS, Javascript, XML, SQL queries, RSS, BPEL and SOA; • Works with system users to determine needs, wants and specifications for new or revised computer programs; • Develops new programs by creating new code and creating documentation; • Maintains existing code, works on files and makes changes to the existing system; • Performs data mapping, database design, data conversions; • Creates and updates project plans and maps; • Attends periodic project meetings to communicate progress and get updates; • Applies updates or patches to vendors’ products; • Installs software on upgraded machines; • Designs, plans and coordinates work of teams; • Works on networks, switches, routes, etc. Must have skills: Experience developing Oracle/SPL Utilities Customer Care & Billing (CC&B) and background using Oracle SOA Suite and similar tools to build internal/external system interfaces. At least 2 years of experience in computer programming and/or system analysis is required. Applicants may substitute additional relevant education for the required experience. 3+ years experience with Oracle CC&B 2.X to include 1 implementation lifecycle in the Utilities industry. Experience with Utilities Work Asset Management (WAM) implementation a bonus. 2+ years Water/Sewer Utility experience required including business knowledge of CIS, Billing, Metering, Credit /Collections, Service Orders, Payments, Rates, and Report Generation, as well as CIS system interfaces. Extensive hands-on experience with Requirements, Design, Analysis, Construction and Testing is a must. UNIX/Linux environment including scripting is desired. Must have development experience in an Oracle environment (10g or 11g preferred) using SQL, PL/SQL, SQR, Java, JavaScript, XML, XAI and Micro Focus Cobol. Prefer BI Publisher experience for reports or applicable knowledge developing Crystal Reports. Experience with Systems Integration Exposure (Web Services). Exposure to BPEL, ESB, J Developer, XSD, XSLT, XHTML, WSDL, Subversion, JMS, SOAP UI, etc., is a plus. Strong written, verbal, interpersonal and mentoring skills required.
