The normal mechanism for donating a work like this is to attach the image file
to this Jira (using "Attach Files"). Clicking the "Grant license to ASF for
inclusion in ASF works (as per the Apache License ยง5)" in the pop up window
further verifies that the attachment is intended to be licensed under the
Apache License.
