in linux, particularly in X, you'd need to play around with the keyboard mapping.

before, I setup my distro to have two keyboard mapping (charsets). One I use for coding and the other is for when I need special chars like 'ñ'.  I switch between the two using a shortcut key.

see http://irg.cs.ohiou.edu/~eblanton/i18n/russkb.html, although this is for getting russian (cyrillic charset) working, you can do the same using other charsets.
