well, that's what's really nice about ecn, it is used to _avoid_ congestion... it does this by dropping packets early and allow tcp windows(on each end) to adjust accordingly... see rfc3168. it is not used to un-congest a congested link, it is used to prevent them from becoming bottlenecks.

IMHO, if a network is already congested, I wouldn't want devices to send each other packets notifying the network is congested, _thereby_ adding packets that will contribute to the congestion. Mantra: look for the source why the network is congesting and solve the issue. Common source of congestion ---> streaming media (video, audio). Limit the source, free up resource. My one cent.
