well, that's what's really nice about ecn, it is used to _avoid_ congestion...
it does this by dropping packets early and allow tcp windows(on each end) to
adjust accordingly... see rfc3168.  it is not used to un-congest a
congested link,
it is used to prevent them from becoming bottlenecks.
