As long as humanity doesn't put aggression aside, and as long as humanity
doesn't settle scores through diplomacy fully, military expenditure will
always remain perpetual.

A nation will need to grow its military might to be perceived as "powerful"
and worthy to be noticed (eg. clout). Other nations will do the same "in the
interest of national security" for fear that if they are left behind, they
will be subject to "attack" or "invasion". And if they chose not to fight
invaders, they will be subject to "peaceful annexation" much like what
happened to Hawaii which got annexed to the U.S. simply because the Hawaiian
monarchy chose not to fight, and the monarchy has no capability to fend off
encroachers. However, one twist in the Hawaiian annexation was that it was
also put into a vote. Being peaceful people, the Hawaiians chose the
non-aggressive solution. End result, they became a minority in their own
land, and Hawaii is now one of those states that has a very high cost of
living in the U.S.
