World Food Programme, Indonesia invites applications from the eligible 
candidates for the following position:

Position:       National Programme Officer (Vulnerability Analysis & Mapping)
Contract Type:  Special Service Agreement or Service Contract
Duration:       3 months with possibility for extension 
Duty Station:   Jakarta, Indonesia

Accountabilities: Within assigned Country-Office and under direct supervision 
of the Head of Technical Support, the NPO will be responsible for the following 
duties: 

       Provide periodic updates on food security analysis of the country 
through quantitative data analysis; 
       Provide support to the Unit in setting-up High Food Price monitoring 
system with other stakeholders and in seeking secondary data for the joint 
FAO-WFP initiative at regional level;   
       Work closely with the Ministry of Agriculture and Food Security Council 
on the preparation for updating the Food Insecurity Atlas. Provide technical 
support and guidance during the process;
       Provide technical support and guidance to Ministry of Agriculture and 
Food Security Council during the process of updating the Food Insecurity Atlas, 
and on the pilot  implementation  of the Food and Nutrition Surveillance System 
in selected districts, if requested; 
       Participate in planning and facilitation of WFP and joint food security 
and vulnerability assessments, including Emergency Food Security Assessments;
       Coordinate and supervise the planning and implementation of regular NRP 
programme evaluation surveys (e.g. NRP follow-up survey, KAP survey) conducted 
by external research institutes. Provide technical supports, particularly on 
TOR preparation, questionnaire development, field work management, and/or 
supervision as required. Directly participate in  related surveys conducted by 
WFP, as required; 
       Contribute to the design and implementation of WFP programmes/projects, 
with particular emphasis on providing recommendations on geographical and 
population targeting based on food security and nutrition/vulnerability 
analysis;
       Provide first clearance of the monthly Early Warning Bulletin based on 
data provided by LAPAN as well as other sources. Regularly obtain and compile 
food monitoring information from various sources (such as price of staple foods 
and relevant items, their impact on food security) and timely inform the 
management;
       Monitor disaster related issues (with special emphasis on natural 
disasters) in the country,  compile the information for the management;
       Provide technical inputs in developing funding proposals, briefings, 
presentations, CO and Unit Workplan on VAM related issues;
       Participate in capacity building activities to strengthen knowledge and 
skills on food security assessment and analysis for WFP staff, relevant 
government and local counterparts and other partners;
       Provide training and coaching on overall VAM activities, particularly 
quantitative analysis, if requested;
       Manage and update financial status of ISP Funds for VAM activities;
       Be a member of UNTWG on DRR, participate and contribute in joint 
exercises, such as capacity building of local government counterparts on 
Emergency Management and Contingency Plan (EMCP), joint assessment, technical 
meetings as required;
       Directly supervise and coach the VAM Programme Assistant; 
       Perform other duties, as required.

Qualifications and Experiences: 
Education: Postgraduate University degree and/or equivalent experience with 
emphasis in one or more of the following disciplines: economics, agriculture, 
international affairs, geography, nutrition, social sciences, development 
studies or a field relevant to international development assistance.
Experience: At least one year of postgraduate job related experience 
responsible professional experience in food security, vulnerability analysis or 
a closely related area, such as food security or early warning.
Knowledge: Training and/or experience utilizing computers including word 
processing, spreadsheet and other standard WFP software packages and system. 
General knowledge of UN system policies, rules, regulations and procedures 
governing administration.
Language: Fluency in both oral and written English and Bahasa Indonesia.
